In Japan, whenever a state of emergency arises, unfounded information claiming that foreigners are committing crimes, known as "foreign crime rumors," spreads frequently. During the two major earthquakes that occurred after World War II, the Hanshin-Awaji Earthquake and the Great East Japan Earthquake, as well as more recently during the Noto earthquake, rumors targeting specific foreigners have circulated. Why is that? This lecture will discuss the reality and factors behind the repeated dissemination of foreign crime rumors during emergencies.
