Developed as part of the Route 3 ring road created after World War II, it is named Harima-zaka in honor of Matsudaira Harima-no-kami's upper residence that once stood in this area. About 150 cherry trees were planted during the paving of the slope in 1960. Besides the Somei Yoshino, there are also rare cherry blossoms such as the double-flowered Ukon cherry with a pale yellow-green color. From March 22 to April 6, the 53rd Bunkyo Sakura Festival will be held at the same location. During the festival, the cherry blossom path will be adorned with lanterns, featuring performances by concert bands and taiko drums, as well as stalls and cherry blossom illumination.
