In 1790, a major flood of the Arida River caused the levee to break, leading to flood damage in the current area of Arida City. Fujiroku Hine, a magistrate of the Kishū Domain, advocated for restoration. In the major disaster that occurred on July 18, 1953, the restored levee did not break and protected the lives of the residents. To keep this story from fading, volunteers such as the 'Sunflower Support Team' and students from Miyahara Elementary School plant sunflower seeds on the levee where the Fujiroku monument stands, aiming to have them bloom around July 18, the anniversary of the flood.
